Markon professionals conduct a full-range of Procurement Policy Analysis and Development support services to the VA’s Office of Procurement Policy and Warrant Management Service, Office of Acquisition, Logistics, and Construction (OALC). We are instrumental in the VA’s transformation and improvement of acquisition regulations, polices and procedures, through the implementation of Markon’s Policy Case Management Process depicted above. Our team is currently applying our process to the revision of the VA Supplement to the Federal Acquisition Regulation (FAR). This includes facilitating an Integrated Product Team (IPT) responsible for navigating the Federal Rulemaking Process, managing the public comment period and gaining final concurrence from the Office of Federal Procurement Policy (OFPP). We are also developing a non-codified VA Acquisition Manual (VAAM) as a complement to the VA Acquisition Regulation (VAAR).

United States Marine Corps Systems Command, Product Manager, Combat Support Equipment
Markon is the subcontractor responsible for a full-range of integrated logistics support services to the Marine Corps Systems Command, Product Manager, Combat Support Equipment. We provide acquisition planning, total life-cycle logistics, and acquisition program management for the Family of Field Medical Equipment and the Family of Shelters & Combat Field Feeding Systems. Our staff assisted in the design and implementation of the Enterprise Management Concept for Class VIII Medical Supplies which has enabled the USMC to realize in excess of $100 million in cost avoidance.

Spotlight on Talent:

Steve Genn is a Vice President with Markon Solutions.

Mr. Genn brings more than 20 years of management consulting experience with both private and public sector clients. He oversees Markon’s Department of Veteran’s Affairs (VA) Office of Acquisition, Logistics and Construction (OALC) contract supporting the VA Procurement Policy Service rewrite of the VA supplement to the Federal Acquisition Regulation. He previously served as the PM for the Reston 3 Program under the Office of the Director of National Intelligence. Reston 3 is an element of the intelligence community’s efforts to reduce their infrastructure footprint and improve efficiencies while executing their national security mission. Mr. Genn received his MBA from Georgetown University’s McDonough School of Business and a BA from Louisiana State University. He is an Air War College graduate and holds the Project Management Professional (PMP)® credential. Mr. Genn retired as a Colonel from the United States Air Force Reserves.

Ed ChambersEdward Chambers is an Associate and Acquisition Policy Expert with Markon Solutions.

Mr. Chambers brings more than 30 years of experience in Federal acquisition policy development. Currently, he is involved in the rewrite of the Veterans Affairs supplement to the Federal Acquisition Regulation (FAR). Mr. Chambers began his acquisition policy career with the Environmental Protection Agency (EPA), developing policy for their FAR supplement, the EPA Acquisition Regulation. He served as an instructor in EPA’s Contracting Officer Representative certification program. Mr. Chambers concluded his Federal career with the General Services Administration as a FAR Analyst within the Office of Government-wide Policy. As Deputy Chair of the FAR Acquisition Finance Team, he was responsible for formulating policy for Parts 15.4 and 28 through 32 of the FAR. For a number of major rules, he hosted widely attended public meetings. Mr. Chambers received his BS and MA from the Pennsylvania State University.
