US Coast Guard, Asset Enrollment and Valuation
Markon provides statistical financial modeling and financial analysis to accurately value the population of over 24,000 USCG assets.
Markon uses parametric cost modeling and statistical analysis to prepare a complete and verifiable determination of the asset population which consisted of 36 distinct asset groups.
US Intelligence Agency

Department of Homeland Security, Deepwater
Markon developed an economic model which compared 12 procurement options for the National Security Cutter program to determine the client’s future procurement strategy.
Markon’s analysis and subsequent briefing enabled the Deepwater PM to make an informed decision on which option was best suited for the $10B project.
Department of State
Markon provides accurate and meaningful Earned Value Management (EVM) support for the Enterprise Network Management Division to successfully perform its Information Technology objectives.
Markon successfully developed an interim EVM report to replicate the required Government monthly deliverable. This capability was delivered to support mission critical infrastructure delivery and monitoring. Markon supported this EVM system along with the capital planning and investment control (CPIC) process.
Markon delivers planning support through a range of activities including providing input for strategic, tactical, and project planning.
Defense Intelligence Agency, Intelligence Community Campus-Bethesda
(ICC-B) Program Management Office
Markon, as the on-site prime program manager, is responsible for developing and aligning the overall Program budget with the Owner requirements and funding cycles. Markon regularly provides cost estimates, funding analyses, cost management, preparation of Congressional Budget Notifications, fiscal year scope to funding outlays, fiscal year dollar tracking and reporting, and construction trending and forecasts. Recently, Markon was asked to provide total out-year funding forecasts for all perspective tenant occupants. The financial report provided total dollar requirements from design and construction costs to move-in costs to out-year rent costs. The analysis also included projected lease closeout costs in order to show long term cost benefit analysis of the project.

Frank Vito Jr. is a Cost Estimator at Markon Solutions
and brings over 10 years of experience consulting to the Federal Government and private sector. His skills encompass all facets of estimating for federal government, commercial, residential, civil, site, electrical, mechanical, HVAC and architectural applications. Mr. Vito is well versed in the National Capital Region codes and specifications. While with Markon, Mr. Vito has led multiple project successes in partnership with his government counterparts. At the Defense Intelligence Agency (DIA), Mr. Vito is an integral team member supporting cost, quality assurance, management and oversight of all customer projects and improvements. Before coming to Markon, Mr. Vito led efforts at Reliable, a private contracting firm, to value engineer, cost manage and estimate multiple high profile federal and state government projects resulting in cost avoidance/savings of several million dollars.
Chris Stevenson is a Director at Markon Solutions
responsible for business development and client results with the National Geospatial-Intelligence Agency (NGA) and Naval Research Library (NRL). Mr. Stevenson has over 12 years of experience in financial & cost management, cost estimating & analysis and project management. During his Markon tenure, Mr. Stevenson has provided project management, financial consulting, and strategic planning services to the Intelligence Community and Department of State. Previously with IBM and PricewaterhouseCoopers, Mr. Stevenson received two NGA citations for meritorious performance, as well as four consecutive Program Manager Letters of Recognition. He also performed various finance consulting duties for Fannie Mae, the IRS, and an Investment Banking consortium, including JP Morgan, Deutsche Bank, and Goldman Sachs. Mr. Stevenson has an MBA from the Smith School of Business at the University of Maryland and a BS in Business Administration from Bucknell University.
