Proven Performance:
Intelligence Community Campus Program Management Contract, Bethesda, MD
Markon serves as prime for executing the on-site Program Management Office (PMO) at the 29-acre campus. The six year program aims to fully redevelop the former National Geospatial Intelligence Agency Headquarters to a multi-agency Intelligence Community Campus. Services include program/project management, design and construction management, planning and requirements gathering, operations and maintenance management, IT and security integration.
Defense Intelligence Agency – Project Management and Related Services
Markon holds a prime contract with the responsibility of providing a full range of facilities support services to the Defense Intelligence Agency’s Department of Engineering and Services for all DIA facilities worldwide, to include hostile/austere areas.
Pentagon Construction Management Technical Support Services Contract
Markon provides multi-discipline technical consulting services to Washington Headquarters Services (WHS) – Pentagon for all facility elements to include facility planning, programming, project management, scheduling, cost estimating, quality assurance, design and construction management, and administration.
District of Columbia Courts
Markon provides comprehensive Project Management (PM) and Construction Management (CM) support to the DC Courts Capital Projects Facility Management Division (CPFMD). Markon’s PM/CMs are fully engaged as members of the CPFMD team and are responsible for working with relevant parties to develop requirements and resolve issues with DC Court managers, tenants, and other contractors.

John Stoneburner exemplifies the Markon Solutions Facility Operations and Maintenance capability.
For the last 11 years, he has held facility management positions embedded at multiple Government Intelligence Community clients around the Nation Capital Region. Mr. Stoneburner served 35 years at National Geographic Headquarters and managed the facility for more than a decade.
Jim Turner is a Senior Associate at Markon Solutions with over 20 years of management experience.
Mr. Turner supports Markon clients, including the DIA, DC Courts, and DHS Customs and Border Protection, with full life-cycle construction and facilities management. His past assignments with Booz Allen Hamilton, AECOM and Jacobs Engineering include over 70 major projects with private firms and federal, state and local governments. Mr. Turner holds an MBA from the University of Southern California. He speaks and publishes articles several times a year on facilities management and real estate matters.
Sara Wittmer is an Associate at Markon Solutions with over 12 years of Project Management experience.
She has successfully led numerous projects while partnering with multiple government and private industry counterparts. At the Defense Intelligence Agency (DIA), Ms. Wittmer manages a full scope facilities engineering and project management team with a portfolio of 60+ projects including estimating, quality assurance, space planning and production controls services. Previously, she was a member of the Intelligence Community Campus Bethesda (ICC-B) Program Management Office (PMO) responsible for the redevelopment and construction of a 12-acre campus. Ms. Wittmer holds a Masters of Project Management from George Washington University and is a Project Management Institute (PMI)-certified Project Management Professional (PMP).
