Department of Veterans Affairs, Office of Acquisitions and Logistics - Office of Procurement Policy

  • Developed acquisition strategy which included multiple budget scenarios at various stages including feasibility studies and impact analysis for potential budget alterations

  • Conducted multiple market analysis studies in support of Information Technology (IT) infrastructure planning and procurement

  • Provided extensive requirements development and analysis in the form of programming, space planning, blocking and stacking, gathering end-user requirements including design and construction.

  • Conducted an analysis of over 400 service contracts and drafted reports for submission to the Office of Management and Budget (OMB) as part of the annually mandated Service Contract Inventory (SCI)

  • Provided direct policy guidance and support for revisions of Federal Acquisition Regulations (FARs) supplements.

  • Provided on-going technical, analytical, and programmatic support to the Marine Corps Systems Command, Product Manager, Combat Support Equipment (PdM CSE)

  • Supported PdM CSE projects with expert technical and business advisory services, course of action decision analysis, and overarching subject matter expertise in critical functional areas to include strategic business initiatives (e.g., balanced scorecard, performance metrics, investment analysis, etc.)

  • Supported business operations (analysis, market surveillance, business case development) and provided expert performance planning based on strategic planning objectives

  • Implemented an empirical decision-support framework (e.g., risk assessment, cost evaluation, critical path planning, and ‘what if” analysis, etc.) and established processes and mechanics necessary to achieve PdM CSE and Marine Corps goals

  • Integrated formal supply chain management processes that ensured that total life cycle program management requirements for optimal support of Marine Corps Class II and Class VIII capabilities

    Markon Procurement Analyst Mary Overstreet
    is a Defense Acquisition Workforce Improvement Act (DAWIA) Level III certified contracting professional with over 30 years of experience in supervisory contracts management, and cradle-to-grave contract administration for national and international acquisitions of major systems, supplies, services, and construction contracts. Ms. Overstreet most recently served as Deputy of the Federal Acquisition Regulation (FAR) Implementation team within the Office of the Undersecretary of Defense (AT&L), Office of Defense Procurement and Acquisition Policy (DPAP). She has lead multi-agency teams in drafting regulatory text and reports to revise and update FAR and DFARS coverage and has in depth understanding of the FAR/DFARS regulations and the regulatory process.

     

     

    Mitch Patterson
    Mitch Patterson, a Program Manager with Markon Solutions,
    has over 10 years of management consulting experience. He currently has oversight for Markon’s Department of Veterans Affairs (VA) Office of Acquisition, Logistics and Construction (OALC) contract supporting the VA Procurement Policy Service rewrite of the VA supplement to the FAR. He previously supported the VA Enterprise Project Management Office (ePMO) and the VA Deputy Secretary providing program management, operational and strategic planning to the VA’s 16 Major Initiatives. Mr. Patterson has a Masters in Government Administration (MGA) from the University of Pennsylvania and is a certified Lean Six Sigma (LSS) Green Belt and a Program Management Institute (PMI)-certified Risk Management Professional (PMI-RMP).
