Markon Procurement Analyst Mary Overstreet
is a Defense Acquisition Workforce Improvement Act (DAWIA) Level III certified contracting professional with over 30 years of experience in supervisory contracts management, and cradle-to-grave contract administration for national and international acquisitions of major systems, supplies, services, and construction contracts. Ms. Overstreet most recently served as Deputy of the Federal Acquisition Regulation (FAR) Implementation team within the Office of the Undersecretary of Defense (AT&L), Office of Defense Procurement and Acquisition Policy (DPAP). She has lead multi-agency teams in drafting regulatory text and reports to revise and update FAR and DFARS coverage and has in depth understanding of the FAR/DFARS regulations and the regulatory process.

Mitch Patterson, a Program Manager with Markon Solutions,
has over 10 years of management consulting experience. He currently has oversight for Markon’s Department of Veterans Affairs (VA) Office of Acquisition, Logistics and Construction (OALC) contract supporting the VA Procurement Policy Service rewrite of the VA supplement to the FAR. He previously supported the VA Enterprise Project Management Office (ePMO) and the VA Deputy Secretary providing program management, operational and strategic planning to the VA’s 16 Major Initiatives. Mr. Patterson has a Masters in Government Administration (MGA) from the University of Pennsylvania and is a certified Lean Six Sigma (LSS) Green Belt and a Program Management Institute (PMI)-certified Risk Management Professional (PMI-RMP).
